Yes, the tracking domain in the tracking link will also be changed. 
After the offer is changed to another tracking domain, the affiliate for the new campaign will get the tracking link with new tracking domain. 
The affiliate who ran the offer before changed the tracking domain, also can use the old tracking link, that means if the old tracking domain also in the “Manage tracking domain” list, the old tracking link also can be tracked.
